Why are flags on obsolete comments being denied?

I don't know why the flags were denied. Those comments, as well as others, were clearly made obsolete by subsequent edits of the associated posts. I've gone through and cleaned things up.

Flag a question, choices for suggesting another site

If it's off-topic, then close it as off-topic. If it's a good question that is off-topic, then you can flag it using the "Other" line and a moderator can review it for migration.
